Daluz, 23 others face DQ cases for ‘illegal posting’ of campaign posters

THE Commission on Elections (Comelec) has filed disqualification cases against Cebu City vice mayor candidate Jose “Joey” Daluz III and 23 other candidates in the 2025 national and local elections for allegedly violating rules on the posting of campaign materials. 

Comelec Chairman George Erwin Garcia said on Wednesday, May 7, 2025, that the Task Force Baklas filed the cases before the agency’s legal department after the candidates failed to remove their illegally posted campaign materials despite repeated notices. 

According to Garcia, the task force will move swiftly to ensure these candidates are not proclaimed in case they win.

“As long as the case has merit and the evidence is strong, we will not proclaim candidates facing disqualification cases before us to avoid losing jurisdiction,” he said in a mix of Tagalog and English.

“The Comelec has the authority to determine. If we proclaim (a candidate), we lose jurisdiction over the candidate; the jurisdiction then transfers to the electoral tribunal,” he added.

Daluz told SunStar Cebu in a text message that he did not receive any notices from the poll body. 

Daluz, a former Cebu City councilor and former chairman of the Metropolitan Cebu Water District board, is running for vice mayor under the Kusug Panaghiusa coalition with Mayor Raymond Alvin Garcia. 

Among those charged was Valenzuela Second District Rep. Eric Martinez, who is running for senator

The other candidates who are facing similar charges are from: 

 Taytay, Rizal: Ma. Jeca Burgos Villanueva, Estregan Peralta Cayton, Gerald James Vergara Cruz, Jan Gerick Galido Francisco, Emmanuel  Santos Gonzaga, Inigo Marco Cruz Jurado and Jan Allyson Villarez Lopez.  

 National Capital Region: John Ervic Manalo Vijandre (San Juan City), Ronwaldo Cruz Angeles (Pasig), Niño Anthony Liwanag Magno, and Angela Lei Ilagan Atienza Valdepeñas and Gerardo Enriquez Gamez (Manila). 

 Bulacan: Salvador Dungao Violago and Wilhelmino Manucdoc Sy-Alvarado (province), Christopher Felipe Clemente (Baliwag) and Ronaldo Marcelo Tibayan Jr. (Pulilan). 

 Pampanga: Allan Pineda Onofre and Elimar Ventura (Mexico), Raco Paolo Sundiam Del Rosario (Angeles City), Shiwen Pamintuan Lim (third district), Maria Lourdes Mamawan Alejandrino (Arayat) and Niko Pangan Gonzales (Magalang). 

Since the start of the local campaign period on March 28, the Comelec  has been actively removing campaign materials that violate size restrictions, use inappropriate materials, or are posted on prohibited areas such as electric posts or trees.

Garcia also said the Comelec has received around 300 disqualification petitions related to vote-buying. He assured the public that each case is being reviewed thoroughly.  / TPM, EHP
