DSWS supports proposal to hire sign language interpreter

THE Department of Social Welfare and Services (DSWS) has expressed support for a proposed ordinance in Cebu City that seeks to create a sign language interpreter position under the agency.

DSWS head Portia Basmayor submitted a position paper to the City Council on Wednesday, June 4, 2025, affirming the agency’s support for the measure.

The proposed ordinance, authored by Councilor Pancrasio Esparis, was first forwarded to the council on Sept. 6, 2023, and remains under committee reports.

Under the proposal, the sign language interpreter would be tasked with translating oral communication from the mayor or his representative into sign language. The interpreter would also conduct regular training sessions for City Government employees.

The ordinance proposes a monthly salary of P19,744 for the position. Minimum qualifications include at least two years of college education, four hours of relevant training, one year of relevant experience and civil service eligibility.

Basmayor said the measure acknowledges the role of sign language interpreters in helping deaf-mute constituents access services, education, employment and social participation. / JPS
