
CEBU City Second District Representative Edu Rama wasted no time in pursuing his legislative priorities by filing his first 10 House bills on the opening day of the 20th Congress on June 30, 2025.
Rama's comprehensive package of legislation reflects his commitment to transparency in government, empowering citizens, uplifting public servants, strengthening social safety nets, and fostering sustainable development.
"We remain committed to improving the lives of the people of the South District of Cebu City, and delivering on mandate given to us by the people by listening to their concerns and needs, and passing responsive and meaningful legislation,” he said.
"As I embark on my second term, we remain deeply committed to serving the people of Cebu City, and the country as a whole," he added.
Rama will be filing more bills throughout the week with a mix of new legislative measures such as the Anti-Litterbug Act of 2025, and measures that were not passed in the 19th Congress like the Magna Carta of Day Care Workers.
“As we enter into the 20th Congress, we will do what we can to work with our fellow legislators, civil society groups and other sectoral stakeholders in crafting impactful legislation which aims to build a more just, equitable and prosperous nation,” he said.
The first 10 bills filed by Rama on the opening day of the 20th Congress are:
House Bill 530: Freedom of Information Act of 2025 - This bill seeks to institutionalize the right to information, ensuring greater transparency and accountability in government transactions and operations.
House Bill 531: Magna Carta of Day Care Workers - Aims to provide comprehensive benefits, improved working conditions, and professional development opportunities for day care workers, recognizing their vital role in early childhood education.
House Bill 532: Providing Salary Grades, Retirement Benefits, and Other Entitlements of Certain Barangay Officials - Seeks to elevate the welfare of barangay officials by standardizing their compensation, ensuring fair retirement benefits, and providing other entitlements commensurate with their crucial community service.
House Bill 533: Magna Carta of Private Health Workers - Extends essential rights, benefits, and protection to private health workers, acknowledging their indispensable contribution to the nation's healthcare system.
House Bill 534: Food Stamp Act - Proposes a national food assistance program to address food insecurity and malnutrition among vulnerable sectors of society.
House Bill 535: Public School Teachers Salary Increase Act - Mandates a significant increase in the salaries of public school teachers, aiming to attract and retain top talent in the education sector and improve the quality of instruction.
House Bill 536: Digital Nomads Visa Act - Introduces a specialized visa category for digital nomads, positioning the Philippines as an attractive destination for remote workers and fostering economic growth through digital tourism and talent.
House Bill 537: Anti-Litterbug Act of 2025 - An act which strengthen the implementation of the Ecological Solid Waste Management Act of 2000, by imposing community service as a penalty for littering offenses, thereby promoting restorative justice and civic engagement.
House Bill 538: Kidney Institute of Cebu Act - Seeks to establish a specialized kidney institute in Cebu, providing advanced medical care, research, and training for kidney-related diseases in the Visayas region.
House Bill 539: Amended Magna Carta for Public Social Workers Act - An amendment to existing legislation, this bill aims to further enhance the rights, benefits, and professional recognition of public social workers, empowering them to better serve communities in need.
