RESIDENTS of Sitio Magtalisay in Barangay Mabolo, Cebu City have learned to live with flooding for decades whenever heavy rains pour over the area.
Floodwaters from Mahiga Creek can rise to about six feet in some parts of the sitio, forcing residents to move belongings to higher floors and wade through the deluge just to reach the main road.
Laura Manlucot, who was born and raised in Sitio Magtalisay, recalled that flooding was not a problem during her childhood in the 1960s.
