THE Cebu City Council has requested City Hall’s Human Resource Development Office (HRDO) to conduct a seminar on effective communication for government employees.

In a resolution approved on Wednesday, March 19, 2025, Councilor Rey Gealon requested the HRDO to train City Hall employees, especially those directly transacting with clients, on how to effectively communicate.

“Government employees, as individuals in public service, must properly serve the people - with dignity and respect,” said Gealon in the resolution.

The request stemmed from a recent SunStar Cebu report about a complaint filed against an employee of the Lapu-Lapu City Local Civil Registrar’s Office who allegedly called a client “amaw,” or fool, after she said she was confused by a section of the form she was filling out during a transaction.

The employee reportedly raised his voice and suggested that the client did not know how to read.

Gealon said while the incident did not happen in Cebu City, public employees must uphold proper conduct when assisting clients.

On March 1, Lapu-Lapu City Mayor Junard “Ahong” Chan reposted the complainant’s video on his Facebook page, prompting an investigation into the matter.

Chan reminded City Hall employees to uphold proper conduct when assisting clients and stressed that inappropriate behavior is unacceptable in public service. / JPS
