FORMER Mandaye City mayor Jonas Cortes has filed an election protest before the Commission on Elections (Comelec), contesting the results of the May 12, 2025, mayoral race where Thadeo Jovito “Jonkie” Ouano was declared the winner.

The protest, stamped received by the Comelec Judicial Records Division on May 23, 2025, challenges Ouano’s proclamation as mayor, citing alleged irregularities in the recently concluded national and local elections.

According to the petition, Cortes, who was officially nominated by the One Cebu political party and filed his certificate of candidacy on October 4, 2024, contends that the election results were marred by violations that warrant a closer scrutiny and possible reversal of Ouano’s victory.

The complaint was lodged under Article XII-C, Section 2(b) of the 1986 Constitution, as well as relevant sections of the Omnibus Election Code and Comelec rules governing disputes in automated election systems.

Cortes’ legal team noted that the protest was filed within the 10-day period allowed by Comelec Resolution 8804, following Ouano’s proclamation on May 13. (CAV)
