
IN A move aimed at strengthening public services and improving healthcare delivery, the Lapu-Lapu City Council has approved Supplemental Budget 1 (SB1), totaling P738,288,134.
Councilor Annabeth Cuizon, chairperson of the committee on finance, told SunStar Cebu that the ordinance covers P687,149,734 for the City’s General Fund (GF) and P51,138,400 for hospital operations.
Cuizon said the first supplemental budget for 2025 was approved on its third and final reading during the council’s regular session on Wednesday, June 18, 2025.
Of the P687.14 million GF, P676,149,734 will fund various city departments and offices. The Office of the Mayor received the largest portion at P214.74 million.
Other significant allocations include:
Office of the Senior Citizens Affairs: P151.06 million;
City Environment and Natural Resources Office: P111.62 million;
City Engineer’s Office: P31.1 million;
Persons with Disability Affairs Office: P29.57 million;
Disaster Risk Reduction and Management Office: P27 million;
City Traffic Management Office: P26.9 million; and
City Health Office and financial aid to barangays: P15 million each.
Cuizon noted that a significant portion of the City Health Office’s allocation is earmarked for the rabies vaccination program, responding to a rising number of animal bite and scratch cases in the city.
Data from the Animal Bite Treatment Center shows Lapu-Lapu City recorded 12,662 animal bite cases from January to May, an increase of over 2,700 cases compared to 9,908 during the same period in 2024.
Further allocations include:
City Tourism Office: P9.62 million;
City Treasurer’s Office: P7.7 million;
Public Duplication Management Office: P7.6 million;
City Planning and Development Office: P5.85 million;
Hoopsdome: P4.44 million;
Retirement and Other Benefits: P4 million;
General Services Office: P3.24 million;
City Social Welfare and Development Office: P3 million;
Bids and Awards Committee Office: P2.27 million;
Sangguniang Panlungsod: P2 million;
Lapu-Lapu City College: P1.5 million;
City Budget Office: P560,000;
Lapu-Lapu City Police Office: P555,000;
Local Civil Registrar: P540,000;
City Accounting Office: P500,000;
City Assessor’s Office: P385,500;
City Prosecutor’s Office: P310,000 (smallest appropriation); and
Development projects: P11 million.
Funding for this supplemental budget will be sourced from a combination of savings and reversions from the previous year’s appropriations, including unutilized Maintenance and Other Operating Expenses, Capital Outlay, the Development Fund and the City’s 2024 unappropriated surplus amounting to P669 million.
Outlined in SB 1, a P51.1 million budget was allocated to enhance healthcare services, fully sourced from the City’s 2024 unappropriated surplus.
Cuizon said the allocation is specifically appropriated for the City Hospital in Barangay Gun-ob, Lapu-Lapu City (P48,738,400) and Sta. Rosa Community Hospital in Olango Island (P2.4 million).
The budget takes immediate effect upon approval.
