2 most wanted captured in Cebu for rape, illegal possession of firearms

TWO most wanted individuals in Cebu and the Central Visayas were captured in separate police operations on July 13 and 16, 2023, respectively.

The suspects were named as security guard Ryan Herbias, 26, of barangay Manduang, Minglanilla town, who is the top 1 most wanted in the municipal level, and Mark Dave Mondonedo, of Lapu-Lapu City, who ranked 10th among the top most wanted in the regional level.

Herbias was apprehended in Barangay Tabunok Talisay City at 11:35 p.m. on Sunday, August 13, by the Provincial Intelligence Unit of the Cebu Police Provincial Office headed by Police Major Antonio Ananayo Jr.

The arrest warrant for the suspect was issued by Judge Yvette Christine Rosario Labrador Soleng of Regional Trial Court (RTC) Branch 76 in Naga City, southern Cebu in connection with his rape case, which is a violation of Republic Act (RA) 7610 or the Child Abuse Law.

However, the court permits Herbias to post a P120,000 bail for his temporary liberty.

Mondonedo, on the other hand, was captured by the Criminal Investigation and Detection Group Cebu City Field Unit and the 2nd Provincial Mobile Force Company on Wednesday at 4:45 p.m., August 16, as a result of an arrest warrant issued by Judge Ronald Caramba Tolentino of RTC Branch 73 based in Lapu-Lapu City in connection with his case involving illegal possession of firearms and ammunition.(AYB, TPT)
