3 CICLs still missing; manhunt continues

THE manhunt operation against three children in conflict with the law (CICLs) who managed to escape from the Operation Second Chance continued Thursday, May 4, 2023.

The jailbreak happened on May 3, 2023.

Police Colonel Ireneo Dalogdog, chief of the Cebu City Police Office (CCPO), said his staff commanders have been helping each other in locating the three CICLs.

The police have also coordinated with the parents of the three escapees, as they might be able to help locate and urge the CICLs to surrender.

“Sa pagkakaron, padayon lang gihapon ang pag conduct sa hot pursuit operation about atong tulo nga CICL escapees. Amo nang gipamonitor kagahapon kadtong sa mga stations nga kung asa pud to nagpuyo tong mga bataa, pero sa pagkakaron, wala pa gyud silay feedback,” said Dalogdog.

(As of now, the hot pursuit operation continues. We have also placed under monitoring the areas where the families of the three CICLs reside, but there is no feedback yet.)

Cebu City Mayor Michael Rama ordered on Wednesday, May 3, the relief of all personnel of the Operation Second Chance, the city’s correctional facility for CICLs, due to a series of jail breaks.

In Wednesday’s incident, 30 minors attempted to escape the facility. Nine managed to escape, but six were recaptured. The three remained missing.

The Philippine National Police (PNP) has assumed control of the facility upon the order of Rama Wednesday.

Dalogdog said the management of the Operation Second Chance was transferred to the PNP and Bureau of Jail Management and Penology (BJMP), while some personnel of the Cebu City Hall were tasked to help prepare the food for the CICLs.

He said eight PNP personnel and eight BJMP personnel will be monitoring the minor offenders.

“Ang mag assume sa security matters PNP personnel coming from Cebu City Mobile Force Company ug BJMP, so adunay walo ka PNP personnel ug walo ka BJMP personnel nga naka assigned didto karon sa Cebu City Operation Second Chance,” Dalogdog said.

The Cebu City Government has also approved the recommendation of the CCPO to install a steel gate, as well as an alarm system and closed circuit television (CCTV) cameras at the facility.

Cebu City Administrator Collin Rosell and Councilor Philip Zafra, along with officials of the CCPO, vowed during their meeting Wednesday that the steel gate, CCTV and alarm system will be installed in two weeks to prevent future jailbreaks. (AYB/LMY)
