Former policeman, live-in partner nabbed in drug bust

A FORMER member of the Regional Special Action Force (RSAF) and his live-in partner were arrested in a drug bust launched by Talisay City Police Station in Sitio Molave, Barangay Tabunok, Talisay City Wednesday evening, January 11, 2023.

Arrested were Susibio Blasa Narciso, 61, a retired policeman, and Esmeralda Pacaldo Esmeña, 59, both residents of Sitio Mangga, Barangay Mambaling, Cebu City.

Seized from the couple during the operation at 11:38 p.m. Wednesday were 70 grams of methamphetamine hydrochloride (shabu) with a standard price of P476,000.

Police Lieutenant Colonel Randy Caballes, chief of Talisay City Police Station, said the target of the operation was Esmeña, who has been considered a high-value individual for her involvement in the illegal drug trade.

Narciso, on the other hand, was previously assigned with the RSAF-Central Visayas based in Barangay Apas, Cebu City. In 1996, he was preventively suspended but he failed to report back to work after serving the suspension.

On September 21, 1998, an order from Camp Crame dismissed Narciso from police service.

The Talisay police have not revealed the case filed against Narciso.

Cebu Police Provincial Office (CPPO) Director Colonel Rommel Ochave commended the Talisay cops for the couple’s arrest.

He said the arrest Wednesday showed the police’s commitment in the fight against illegal drugs.

“I congratulate the Talisay City Police Station for another successful anti-illegal drugs operation. Your persistent drive to rid Talisay of the drug menace through the Oplan Limpyo Talisay is a testament to our commitment to the all-out war against the illegal drugs pronouncement of Governor Gwendolyn Garcia and the PNP’s (Philippine National Police) relentless campaign on illegal drugs. We will continue our drive and sustain our efforts to curb the drug problem in our community, for a peaceful, orderly, and progressive Cebu Province,” said Ochave.

The CCPO director vowed that their fight against illegal drugs will continue, as he directed all intelligence personnel of the provincial police force to trace where the illegal drugs are coming from.

Ochave said the community’s cooperation will help them end the illegal drug problem in the province of Cebu. (AYB/LMY)
