LESS than two weeks before the Pasigarbo sa Sugbo festival takes place in Carcar City, Cebu Gov. Gwendolyn Garcia issued a memorandum implementing a no left turn policy along the Cebu South Road (CSR) in the city starting Thursday, Aug. 10, 2023.

The governor’s Memorandum Order 20-2023 aims to decongest traffic in the city proper ahead of the festival, a grand cultural showcase featuring various festivals from the province of Cebu.

Carcar City will be hosting the Pasigarbo’s grand ritual showdown and street dancing competition on Aug. 27 following the Cebu Provincial Government’s decision to hold it outside Cebu City for the first time since its inception in 2008 due to the ongoing renovation at the Cebu City Sports Center, the festival’s usual venue.

According to the memorandum, drivers of vehicles coming from Barangay Valladolid will not be allowed to make a left turn upon entering the CSR; however, they are allowed to make a right turn and then make a U-turn at Valladolid bridge.

Drivers of southbound vehicles will be prohibited from making a left turn directly to the diversion road, but they can proceed to the Awayan-Cebu South Road junction near the Cebu Grand Mall Carcar in order for them to execute a U-turn before making a right turn towards the City Hall.

As for Cebu City-bound motorists coming from Aloguinsan-Awayan Provincial Road, they are not allowed to immediately make a left turn upon entering the CSR, but instead can take the roundabout at the Awayan-CSR junction.

The governor also ordered the immediate completion of the concreting of potholes along the diversion route for Pasigarbo sa Sugbo.

During her meeting with Carcar City Mayor Mario Patricio “Patrick” Barcenas and the officials of the Department of Public Works and Highways in Central Visayas (DPWH 7) at the Capitol in Cebu City last Monday, Aug. 7, the governor instructed the DPWH 7 officials to complete their work on the 100-meter diversion road to avoid traffic congestion along the national highway during the staging of the Pasigarbo sa Sugbo’s street dancing event on Aug. 27.

The traffic rerouting will be implemented by the police and city traffic personnel.

Pasigarbo sa Sugbo will include 50 participating cities and municipalities in Cebu, along with guest delegates from Cebu City and Lapu-Lapu City.

The City Government has made arrangements for 23 schools to accommodate the participating delegates.

The festival’s main ritual showdown will take place at the New Carcar City Sports Complex.

Barcenas told SunStar Cebu last Aug. 3 that their preparations for Pasigarbo sa Sugbo are nearly complete.

He assured participants of an adequate water supply and uninterrupted electricity during the event. (ANV / TPT)
