Jobseeker’s attempt to get NBI clearance backfires, ends up in detention cell

A 48-YEAR-OLD man who visited the National Bureau of Investigation’s (NBI) office in Mandaue City to obtain a clearance for employment ended up in the agency’s detention cell after being discovered to have an existing criminal case on Monday, Sept. 11, 2023.

NBI Cebu District Office chief Arnel Pura said Gerald Gelicano Aplaca, the applicant for an NBI clearance, went to their office on Sept. 4.

However, during the process of his clearance application, Aplaca was denied clearance after it was detected that he had been charged with qualified theft by his former employer in 2012.

Aplaca allegedly stole his former company’s sales of about P267,960, leading the company to file a criminal complaint against him.

Pura said Aplaca attempted to submit an affidavit denying he is the person facing a complaint, further stating that it could be a different person.

Attached to Aplaca’s affidavit was a certification from a Mandaue City Office of the Clerk of Court (OCC) stating that he had no pending cases, according to Pura.

However, Aplaca’s former manager confirmed his identity through a phone call with the NBI.

The NBI then obtained a warrant of arrest and detained Aplaca after serving it to him.

Pura said they are still investigating why the OCC issued him a clearance.

Apart from qualified theft, Pura said they charged Aplaca for violating Article 183 of the Revised Penal Code, which punishes any person who give false testimony.

Aplaca declined to comment on the allegations against him.
