Nearly 90,000 4Ps beneficiaries to undergo new evaluation after being tagged as 'non-poor'

ALMOST 90,000 Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in the Central Visayas will undergo a new evaluation by the social welfare agency after being labeled as "non-poor" by Listahanan 3, the program's standardized targeting method.

Catherine Trapsi, 4Ps case manager of the Department of Social Welfare and Development in Central Visayas (DSWD 7), said during the agency's radio program on Sunday, August 13, 2023, that a total of 87,244 4Ps beneficiaries in the region were classified as level 3 or non-poor.

"We will double check the beneficiaries who were recognized as non-poor in Listahanan 3 because there are non-poor who are in a poor situation. It is very difficult if they graduate from the program but in reality they should still be in the program," she said.

As of Sunday, according to Traspi, they had already evaluated at least 54,975 beneficiaries.

More than 30,000 people still need to be assessed.

Social Welfare Secretary Rex Gatchalian announced at the Palace briefing last Tuesday that 1.4 million 4Ps beneficiaries nationwide will have their eligibility status examined.

Part of the 1.4 million, according to Gatchalian, included the 700,000 households that were taken off the list during the pandemic but later asked to be put back on because they had lost their employment as a result of the pandemic.

Trapsi stated that the Social Welfare and Development Indicator (SWDI) tool will be used by DSWD 7 to evaluate and track the standard of living conditions of the 4Ps families as part of the reassessment process.

She stated that the reassessment is scheduled to be completed on August 31.

The SWDI is a case management tool that the agency uses to assess the progress of the households by gauging their level of social and economic adequacy and economic sufficiency.

According to Trapsi, 56 indicators will be used to classify homes into one of three levels: level 1, which is equivalent to survival; level 2, which is equivalent to subsistence; or level 3, which is equivalent to self-sufficiency.

The 4Ps case manager said that only those who fall under levels one and two, or those who are not yet self-sufficient, will be kept in the program.

Beneficiaries who are determined to be "self-sufficient" will be put through the 4Ps graduation process and will formally leave the program through Pugay-Tagumpay.(KJF, TPT)
