

THE low-pressure area (LPA) east of Aurora Province, within the Philippine Area of Responsibility (PAR), has developed into a tropical depression, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
Pagasa said as of 2 p.m., Tuesday, July 22, 2025, tropical depression Dante is at 1,120 kilometers (km) east of northern Luzon packed with a maximum sustained winds of 45 km per hour (km/h) and gustiness of 55 km/h.
It is moving north northwestward at 20 km/h.
The entire Luzon is currently being battered by heavy rainfall brought about by southwest monsoon, or habagat.
In Cebu, Pagasa Visayas said the province will experience generally cloudy skies with a slight chance of localized thunderstorms throughout the week.
Pagasa Mactan weather specialist Ana Dumdum, in an interview on Monday, July 21, said while the chance of rainfall has decreased compared to last week, isolated thunderstorms may still develop, especially in the afternoon or evening.
Residents are advised not to be complacent and to stay alert for possible weather changes.
State of calamity
Meanwhile, the Cebu City Council has approved the state of calamity declaration to fast-track the desilting and dredging efforts on all city’s major waterways against widespread flooding in the city. Councilor Dave Tumulak, who chaired the committee on disaster response, endorsed the resolution to the City Council during the regular session on Tuesday.
The Cebu City Disaster Risk Reduction and Management Council first declared the state of calamity on July 18, following the request of Mayor Nestor Archival.
The declaration came after heavy rain on July 16 that caused significant flooding in streets and residential areas in the city.
