'Lupen' arrested in drug bust in Cebu City

A NOTORIOUS thief, who is often compared to a person named Lupen for stealing anything he can get his hands on, was arrested during a buy-bust conducted by the Parian Police Station 1 of the Cebu City Police Office in Sitio Lumar, Barangay T. Padilla, Cebu City at 9:40 p.m. on Monday, March 24, 2025.

The suspect was identified as 27-year-old Raymund Ruiz, also known as “Bunso,” from Villagonzalo 2, Barangay Tejero, Cebu City.

The authorities seized packets of what is believed to be shabu (methamphetamine) weighing 5 grams, with an estimated street value of P34,000.

According to information from the Parian Police Station, Bunso is known for his thefts, which extend even to neighboring Mandaue City.

He steals anything he comes across and sells the stolen goods to fund his drug dealings.

"Kini siya amo ni gitawag nga talented kay bisan unsa iyang makita nga ma kwartahan niya iyang kawaton, ang iyang kinawat iya sad na ibaligya ug ang halin iyaha sad i-kompra sa shabu para baligya niya, ang problema kay iya rasad gamiton ang drugs nya inig ka hurot mangawat nasad na siya," the Parian police said.

(We call him talented because he steals whatever he thinks he can make money from. The items he steals are sold, and the proceeds are used to buy more shabu to sell to his customers. The problem is that he uses the drugs himself, and once his supply runs out, he resorts to stealing again.)

After monitoring Bunso's illegal activities, the authorities launched the buy-bust that led to his arrest.

The suspect admitted to selling illegal drugs due to his financial struggles.

Bunso now faces charges under Sections 5 and 11, Article II of Republic Act 9165, the Comprehensive Dangerous Drugs Act of 2002. (AYB)
