
BARANGAY Umapad in Mandaue City was officially declared a “drug-cleared” barangay on June 24, 2025, following a successful deliberation conducted by the Regional Oversight Committee on Barangay Drug Clearing (ROCBDC).
The declaration took place in the presence of key stakeholders, including representatives from the Mandaue City Police Office (MCPO), the Department of the Interior and Local Government (DILG), and barangay officials.
Police Major Henry Orbiso, acting chief of the City Community Affairs and Development Unit (CCADU), and Police Lieutenant Danny Boy Saunil, officer-in-charge of Police Station 5, represented MCPO Director Police Colonel Cirilo Acosta Jr. during the event.
Also present were Local Government Operations Officer VI Rojhelou Patac of DILG–Mandaue City and Barangay Captain Reb Cortes of Umapad, whose leadership was instrumental in meeting the stringent requirements for the status.
Barangay Umapad’s drug-cleared status reflects its consistent compliance with the parameters set by Dangerous Drugs Board (DDB) Regulation 4, Series of 2021.
These parameters include the absence of drug users, pushers, and other drug personalities; a functional Barangay Anti-Drug Abuse Council (BADAC); and the implementation of community-based programs for prevention, rehabilitation, and reintegration.
Authorities recognized the barangay’s sustained anti-drug efforts and close coordination with concerned agencies.
As of June 24, five barangays in Mandaue City remain drug-affected: Centro, Alang-Alang, Jagobiao, Looc, and Tipolo. These areas are undergoing intensive interventions and preparations to qualify for future ROCBDC deliberations and validation.
The MCPO, in coordination with the DILG, the Philippine Drug Enforcement Agency, and the City Anti-Drug Abuse Council, continues to support the remaining barangays in the clearing pipeline.
The updated list of drug-cleared barangays in Mandaue includes Bakilid, Tawason, Subangdaku, Tingub, Paknaan, Casili, Opao, Tabok, Basak, Mantuyong, Canduman, Casuntingan, Cambaro, Ibabao-Estancia, Banilad, Cubacub, Guizo, Labogon, Pagsabungan, Cabancalan, Maguikay, and Umapad. / CAV
