Mayor-elect to tackle flood woes

INCOMING Mandaue City mayor Thadeo “Jonkie” Ouano announced that his administration will do its best to address the city’s long-standing flooding problems, particularly in flood-prone areas like A.S. Fortuna and Barangay Tipolo.

Ouano clarified that while he is not making definitive promises, he is committed to doing everything possible to improve the city’s drainage system.

“I don’t want to promise something that we might not be able to fulfill because the people will hold us accountable. But we will really strive to improve the drainage system, especially in A.S. Fortuna and Tipolo, because this has been a long-standing problem,” Ouano said during the oathtaking of One Mandaue’s winning candidates on Monday, June 9, 2025.

He added that the City Government will work closely with the National Government, particularly the Department of Public Works and Highways, to ensure the alignment of both local and national drainage plans. He emphasized that this coordination is crucial for smoother project implementation.

Ouano also said that discussions have begun with the business sector, noting that some drainage lines in A.S. Fortuna traverse private properties. This, he explained, has been a significant challenge that has delayed several proposed solutions in the past.

“The problem is, the drainage passes through private properties. And if the landowners file a case, we will be forced to stop. Our term is only three years, and if this isn’t sustained, it might not be continued by the next administration,” he said.

He emphasized that in addition to A.S. Fortuna and Tipolo, other interior barangays will also receive attention, especially communities that continue to experience flooding during heavy rains.

He noted that during their house-to-house visits, many residents raised concerns about flooding in their areas. As a result, the incoming administration will focus on addressing flood-prone zones throughout the city.

Ouano added that while major infrastructure projects may be handled by the National Government, the local government will take charge of improvements in interior barangays.

The mayor-elect said that with better coordination between the local and National Government, there is a greater chance to implement flood mitigation projects more efficiently and sustainably.

Ouano will officially assume office on June 30. / CAV
