Mobile learning hub to boost kids’ literacy

SCHOOLCHILDREN from Grades 1 to 3 who are struggling to read will benefit from the Mobile Learning Play Hub, a new initiative aimed at improving literacy and life skills of kids in Mandaue City.

The program, designed for children ages 6 to 14, will be conducted every weekend in selected barangays, with each area receiving six sessions.

These sessions will incorporate play-based learning, storytelling, and hands-on activities to enhance reading skills and foster a love for learning.

On Tuesday, March 11, 2025, the City Government together with World Vision, a global Christian humanitarian organization, officially turned over the project to the City Library.

Mayor Glenn Bercede said the initiative seeks to bridge literacy gaps and provide accessible learning opportunities for children in underserved communities.

Josephine Solon, program manager for the urban development project of World Vision, acknowledged the city’s challenges in education.

“Literacy in Mandaue is somewhat low,” Solon said.

To ensure effectiveness, the program will first conduct literacy assessments using the Philippine Informal Reading Inventory Assessment Tool to identify children struggling with reading.

Those identified will be enrolled in Brigada Pagbasa, a national reading intervention program.

The first rollout will take place in barangays Mantuyong, Umapad, and Paknaan, where the city’s Mobile Learning Hub will operate.

The World Vision donated learning materials such as TVs for film viewing, books, crayons, posters, and speakers.

The City allocated approximately P2 million for the program and provided a Mobile Learning Hub stationed at the Mandaue Public Library.

This vehicle will travel to different barangays to bring educational resources to children, particularly in hard-to-reach schools.

“This is intended for all barangays, especially for remote schools. This small vehicle is used to reach schools that are difficult to access,” Bercede said.

He added that education remains a top priority of the City Government. / CAV
