
MANDAUE City Mayor Thadeo Jovito “Jonkie” Ouano assured the public that there will be minimal changes in the composition of departments at City Hall as the new administration begins its term.
“Actually, daghan man mabilin. Very minimal changes lang, wala kaayo tay giusab, especially sa mga critical offices like Traffic Enforcement Agency of Mandaue (Team), Mandaue City College (MCC), and Mandaue City Hospital. Wala gyud tay gipang-usab diha,” Ouano said on Monday, June 30, 2025.
The mayor emphasized that the transition process will prioritize continuity and functionality.
Only positions deemed necessary for reassignment will be reviewed and adjusted.
“We will evaluate who really needs to be replaced. Kung dili man gani necessary, nganong ato pa mang usbon?” he added.
As part of the transition efforts, City Hall departments were directed to check their inventory of properties, cash on hand, and employee records.
This audit aims to ensure a smooth handover and address any gaps in operations.
Ouano also revealed that some employees had approached the transition team, expressing concern about being transferred to different units.
These employees have requested the hiring of additional job order personnel to help manage the workload.
Just recently, a memorandum was issued to streamline manpower in certain departments.
He added that some offices within Mandaue City Hall are being considered for manpower reduction, as the new administration believes that operations can remain efficient even with fewer personnel.
He said employees whose contracts were not renewed have been advised to inform their respective department heads if they believe they are still qualified, as their status will be subject to reevaluation.
The mayor reiterated that the focus is not on replacing people but on ensuring that the City Government remains efficient, responsive, and transparent during the transition. (CAV)
