

CEBU residents are advised to brace for rainy weather in the coming days as a cloud cluster within the Philippine Area of Responsibility (PAR) shows potential to develop into a low-pressure area (LPA), according to the weather bureau.
A cloud cluster refers to a group of clouds that form together in a specific region, often indicating the potential for weather development.
These clusters are typically characterized by a concentration of moisture and atmospheric instability, which can lead to the formation of an LPA.
Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) weather specialist Jhomer Eclarino said on Tuesday, July 15, 2025, that the southwest monsoon, or habagat, combined with the developing LPA, is expected to bring occasional heavy rains to Cebu and the rest of the country.
Eclarino added that the cloud cluster is expected to develop into an LPA within the week.
Should the weather system intensify, there is a 50 percent chance or a low to moderate likelihood that it could develop into a tropical cyclone.
This would make it the third tropical storm to form in the Philippines in 2025, following Auring and Bising. If it intensifies, it would be named “Crising.”
“The circulation may possibly form within the PAR or at its boundary,” said Eclarino.

The weather advisory warns of moderate to strong winds and rough sea conditions in the region starting Friday, July 18, continuing through
the weekend.
As weather conditions may be hazardous for small sea vessels, Eclarino urged travelers to exercise caution.
He further warned that flash floods and landslides remain a threat, especially in areas where the soil has already become saturated from previous rains. / DPC
