Penalties for public smoking, littering to be strictly enforced

THE Cebu City Environmental Sanitation and Enforcement Team (Ceset) has announced that penalties for irresponsible smoking, littering, public urination and spitting in public places will be strictly enforced.

In a forum on Tuesday July 8, 2025, Ceset head Grace Luardo said they will immediately issue a violation ticket when someone is caught doing these prohibited acts.

This, as the Cebu City Government aims to keep the city clean.

The Ceset has implemented a program called “Toktok sa Kalikupan” where barangay environmental officers have been asked to give house-to-house visits to remind people to stop littering and to constantly clean their surroundings.

Luardo reported that from January to June 2025, a total of 3,320 violations were recorded for smoking in a public place, which is punishable under City Ordinance 2241.

Luardo said the ordinance passed in 2010 carries heavy penalties.

“If you’re caught smoking or vaping in a public place, you have to pay a penalty of P2,000 or P2,500 so that a case isn’t filed against you,” Luardo said in Cebuano.

Meanwhile, public urination, littering and spitting in public carry a fine of P500 which can be settled within seven working days from the time of violation.

Luardo said Mayor Nestor Archival has ordered the Ceset to ensure cleanliness within the city. She encouraged Cebuanos to cooperate.
