TO BOLSTER sea response capabilities, the Philippine Navy, through the Naval Forces Central (Navforcen), has launched “Exercise Bantay Kadagatan 2025,” focusing on disaster and humanitarian response.

During the opening of the week-long exercise on Monday, July 7, 2025, Navforcen Commander Commodore Joselito de Guzman noted the importance of protecting the region’s provinces, especially Cebu’s growing maritime sector.

He explained that Cebu’s booming economic growth necessitates stronger marine security, which can be achieved through coordinated efforts among various maritime agencies in the Visayas.

Various law enforcement agencies in Central Visayas including the Philippine National Police Regional Maritime Unit, Coast Guard District, Bureau of Customs, Philippine Drug Enforcement Agency, and the Maritime Industry Authority joined the exercise along with the Office of Civil Defense, Bureau of Fisheries and Aquatic Resources, and the Lapu-Lapu City Disaster Risk Reduction and Management Office.

Lapu-Lapu City Mayor Ma. Cynthia “Cindi” King-Chan, who was guest of honor, pledged to champion policies that will safeguard public safety and welfare.

“Let us look forward to deeper cooperation, stronger coordination, and a more resilient Region 7. Together, we are building a safer future; one where our seas are protected, our communities are empowered, and our agencies are united by a shared mission to serve,” Chan said.

Activities

De Guzman said this year’s marine exercise will focus on inter-maritime intervention operations, humanitarian assistance, disaster response, and maritime safety. Anti-pollution exercises will also be included.

“Let us train as we operate,” said the Officer Conducting the Exercise (OCE) Capt. Welmer Base noting the importance of multi-agency collaboration in addressing real-world maritime threats such as smuggling, illegal fishing, oil spills, drug trafficking, and terrorism.

He said the exercise is meant to foster unity and enhance inter-agency interoperability to effectively respond to maritime challenges.

He urged all participants to use the event to refine their tactics, techniques, and procedures.

The exercise, which will run until Friday, July 11, will also feature search and rescue drills, oil spill response operations, and maritime interdiction exercises. / DPC
