Every third week of January, Cebu City comes alive with the vibrant sights and sounds of the Sinulog Festival, a grand celebration in honor of the Sto. Niño (Child Jesus). Thousands of locals and tourists gather to witness the colorful parades, lively street dances and solemn religious rituals, creating an atmosphere of unity and devotion.

Amid the excitement, ensuring the health and safety of attendees becomes a top priority.

Large gatherings often face challenges, such as fainting and injuries caused by overcrowding and pushing. Furthermore, given the persistent impact of Covid-19, enforcing health precautions remains essential.

Dense crowds also pose safety risks, including theft, as pickpockets often take advantage of the lively atmosphere.

Local authorities, including the Philippine National Police, the Department of Health, and the Cebu City Disaster Risk Reduction and Management Office, play vital roles in ensuring safety throughout the Sinulog Festival.

Despite their hard work during this event, issues like overcrowding, theft and various emergencies persist, requiring organizers to adopt more accountable strategies to improve safety for everyone.

To enhance safety at the Sinulog Festival, it is beneficial for organizers to create specific zones for activities like performances, food stalls and resting areas to alleviate congestion.

Mobile medical units and first-aid kiosks positioned strategically can guarantee prompt reactions to medical emergencies. Additionally, recruiting volunteers trained in basic first aid and establishing hydration stations in public spaces can help tackle health issues such as dehydration or heat exhaustion.

For security boosting, the number of patrolling officers is vital, particularly since crowded locations frequently draw in scammers, pickpockets and various criminal acts.

Utilizing undercover security staff to quietly watch out for unusual activities can improve safety; thus, some of those thieves can be easily apprehended since they cannot tell if their criminal act has been caught or not.

Prominent signs displaying emergency contact numbers, exits, first-aid locations and assistance desks will aid participants in finding their way during emergencies.

Furthermore, information kiosks where attendees can report lost belongings, unusual behavior, or request help will offer prompt assistance and enhance a safer festival atmosphere.

Health and safety are crucial during large gatherings for the Sinulog Festival, as the high volume of attendees can create vulnerabilities for all.

With effective collaboration among organizers, government bodies, and security teams, the event can be made safer and more enjoyable.

Nonetheless, these initiatives by themselves are insufficient — we must also take accountability by remaining aware and attentive to ourselves and our surroundings, ensuring the festival is safe and enjoyable without overanalyzing potential outcomes. (Mychaela Gayle Joseph, UV)
