Proposed ordinance aims to modernize City services with AI

INTEGRATING artificial intelligence (AI) to boost productivity and improve services in the Cebu City Hall has been pushed to modernize the City's computer systems.

Councilor Winston Pepito said in an interview on August 13, 2025 that he endorsed the “Integrated City Digital Services Ordinance,” allowing upgrades and modernization to City Hall’s computer systems.

The measure was co-authored by Councilor Michelle Abella-Cellona.

Pepito, in a regular session on August 5, revealed several challenges and security risks on the city's current IT system. An executive session was called on August 7 to resolve the concerns.

On Wednesday, Pepito said the Management Information and Computer Services (MICS) department was already working on repairs but declined to provide details to avoid preempting the investigation.

A major problem with the current system is that City Hall does not have access to the original “source code.” Pepito likened it to not having the blueprint for a building, which poses challenges in fixing or updating the software.

Pepito said this makes it difficult to update or replicate the system if the programmer is no longer available or connected with City Hall.

He said getting a new source code is a key part of the plan to make the city's system modern and secure.

He added that the City Government has already secured around 80 percent of the copy of the source from the City Hall’s programmer. The goal is to replace the source code to create a modern, parallel system.

He said the proposed ordinance would prevent future problems from shutting down city services, while it seeks to introduce AI across various city services.

Pepito said people would soon be able to use voice commands on their phones to access services, such as paying taxes. An AI chatbot would also be available to answer common questions and provide forms.

It will also allow for cashless payments and let people do business with City Hall online from anywhere, at any time and reduce face-to-face transactions.

This will help make things more convenient and reduce corruption, he said.

Pepito clarified that the move would not lead to job displacement for City Hall employees. Instead, they will be assigned new tasks.

He said some customer service staff could be reassigned to departments in need of additional manpower or field personnel.

While the city’s current computer systems meet specifications, upgrades are needed for the main servers.

The proposed ordinance is under review by the Committee on Laws, Style, and Ordinance and will undergo a public hearing. Pepito expressed optimism about its approval, emphasizing its significance for the city’s progress and the welfare of its constituents. (EHP)
