PWD customer claims ‘harassment’

A PERSON with disability (PWD) was reportedly harassed by the assistant manager of a bar in Barangay Basdiot, Moalboal, southern Cebu, over a delay in the payment of her bill due to an online banking application glitch.

In a video posted on Facebook that has since gone viral, assistant manager Marlyn Degolacion, can be seen attempting to throw a bottle at Carly Costas, the PWD customer of Isla Bar, an establishment in Panagsama.

This, following an altercation between Costas and Degolacion around midnight of Sunday, June 22, 2025.

The video posted on Costas’ FB account has since gained around 1,400 comments and 5,400 shares as of Thursday, June 26.

In her post, Costas said the confrontation began when she asked for clarification regarding her bill that amounted to more than P2,900.

Costas claimed that instead of explaining, the assistant manager became visibly irked and began accusing her in front of the group, calling her a liar and a scammer.

The situation further escalated when Costas’ payment couldn’t get through due to an ongoing systems maintenance problem in her digital account.

“Once the payment was sorted, she continued making inappropriate remarks and antagonizing me,” said Costas.

In the video, an angry Degolacion could be heard saying the customer obviously had a “problem” and “sakit sa utok (mental illness).”

In a statement through their legal counsel, FAT Law Office, Isla Bar debunked Costas’ allegations.

“After a thorough investigation of this matter, we discovered that, contrary to what Ms. Costas claimed, Isla Bar’s manager had not discriminated against her by reason of her being a PWD nor physically attacked and insulted her,” said Isla Bar.

“We verified this incident from all of the witnesses in the area, including one of the owners of Isla Bar, whom Ms. Costas referred to in her post as ‘French guy;’ from the rescuer of MDRRMO, who brought Ms. Costas to Badian District Hospital because allegedly she was having a panic attack; and lastly, from the police officers on duty at the time Ms. Costas called 911,” the statement further read.

Isla Bar said they have witnesses and CCTV footage of the incident.

“We, therefore, implore the general public to consider all relevant viewpoints and refrain from hastily criticizing Isla Bar and the manager. Not all of the events leading up to and following the incident are depicted in the video that Ms. Costas posted,” said Isla Bar. / Ruyz Angela Lois Manacap, CNU Intern
