THE Mandaue City Council is set to declare P218.45 million in unused funds from 2016 to 2024 as savings to pave the way for its reallocation to fund 12 development projects. 

The move is part of the City Government’s ongoing efforts to maximize its resources and accelerate local programs, said City Councilor Joel Seno of the committee on budget and finance. 

An ordinance, authored by Seno and approved on first reading on Monday, Aug. 11, 2025, seeks to revert the accumulated savings to the general fund. 

This will allow the City to use the funds as  supplemental budget to fund priority projects slated for completion this year, including waste management, hospital design, solar lamps, road repairs, sports facility upgrades and food assistance.

Seno said the unused funds come from unspent allocations and surpluses from completed projects over the past nine years. Several original projects were stalled or discontinued due to delays, legal hurdles, or shifts in priorities. 

Among the setbacks were road right-of-way acquisitions where negotiations with residents remained unfinished, making the continuation of these projects unfeasible.

“As per procedure, these unused amounts must first be officially declared as savings by the City Council before they can be reverted and re-appropriated for new projects,” Seno said.

The supplemental budget proposal, amounting to P218.45 million, has been endorsed by the City Development Council and is waiting for final approval following the declaration of savings.

However, the budget proposal has been deferred pending this procedural requirement.

The reallocation will fund a diverse range of projects aimed at improving the City’s infrastructure, public services and social assistance programs. 

12 projects

The proposed projects and their corresponding budgets include the lease of garbage compactors and/or dump trucks amounting to P10 million, with another P10 million allocated for tipping fees related to solid waste management services. 

The formulation of a detailed engineering design for the city hospital is also proposed at P45 million, while the procurement and installation of solar lamps is budgeted at P5 million. 

Additionally, P5 million is being set aside for the provision of asphalt mix for road maintenance across various barangays and another P5 million for the procurement of construction supplies for city and barangay repairs, excluding administrative expenses. 

The procurement of aggregate supplies for repairs and maintenance has an allocated budget of P2 million.

While food assistance to households has been pegged at P60 million. Soil testing for the sports oval and Mandaue City College is also estimated to cost P5 million. 

The procurement of heavy equipment for drainage maintenance and other projects is budgeted at P30 million.

The improvement and upgrade of the Mandaue City Sports Complex has a proposed budget of P23 million, while P18 million has been allocated for the beautification of center islands and the development of green open spaces. / CAV
