THE Toledo City Government, Pag-Ibig Fund, and the Department of Human Settlements and Urban Development (DHSUD) have signed a tripartite memorandum of agreement (MOA) for the construction of at least 3,000 housing units under the Pambansang Pabahay Para sa Pilipino (4PH) Program.

The units will accommodate around 3,000 families in Toledo City, the first local government unit (LGU) in Cebu to benefit from the government’s 4PH housing program.

Leading the MOA signing, which happened on March 14, 2025, were Toledo City Mayor Marjorie “Joie” Perales, Vice Mayor Jay Sigue, DHSUD Secretary Jose Rizalino Acuzar, and Pag-IBIG Deputy CEO Alexander Aguilar.

In a post on her Facebook page, Perales said the 3,000 condominium units in Toledo City will include open spaces, parking lots, and other facilities.

Currently, Eastland Property Ventures Inc. is constructing the 10-story condominium building in Barangay Canlumampao, Toledo City, where a groundbreaking ceremony was held on June 24, 2024.

Perales encouraged her constituents to apply for the DHSUD housing project during the Halad Alagad program in their respective barangays.

In his message, Acuzar said despite the challenges many Filipinos face in owning a home due to high costs, the 4PH program now provides an easier and more accessible way to acquire housing.

Only legitimate residents of Toledo City who pass the evaluation process will be eligible to own a condominium unit.

For his part, Aguilar said Pag-Ibig Fund fully supports the government’s housing initiative through their financing program.

The beneficiaries of the program must be active members of the Pag-Ibig Fund, part of the low-income sector, and must not own any land or building.

The list of qualified beneficiaries will come from the LGU’s records.

Among those who witnessed the MOA signing were DHSUD Undersecretaries Garry de Guzman and Eduardo Robles Jr., Assistant Secretary Sharon Paquiz, DHSUD Central Visayas Director Lyndon Juntilla, and Toledo City officials. / AYB
