HEAVY rains on November 25, 2025 turned streets in Carcar City in southern Cebu into knee-deep rivers and flooded the Cebu Provincial Hospital. In Barangay San Rafael, Barili, families battled thick mud after flash floods from the Sta. Ana River swept through their homes. Residents have been scrambling to recover from the sudden deluge.
