

A BARANGAY in Cebu City has launched a 45-day campaign to enforce discipline on its constituents through the strict implementation of long-standing city ordinances.
Labangon Barangay Captain Derrick Yap, launched the “Caliber 45 Days Strict Implementation of 4Ds” campaign on Friday, Aug. 1, 2025.
The program focuses on enforcing discipline in four areas — loud karaoke and noise, street drinking, garbage disposal and minors.
Within a period of 45 days, Labangon will strictly enforce the city’s ordinances on curfew, alcohol consumption in public places, garbage segregation and disposal and the anti-noise policy to ensure compliance.
Barangay workers and personnel from Labangon Police Station 10 will conduct nightly foot patrols starting at 10 p.m. to monitor violations and implement the ordinances.
Sources said this marks the first time such a coordinated effort is being done in Cebu City.
Yap said the ordinances they plan to strictly enforce are not new, but have long been neglected.
“These are existing laws that have been long overdue. We need to implement them because the future of our children is deteriorating,” said Yap.
“During our patrols, which I personally join, I’ve seen them getting addicted to internet cafés, acting irrationally due to drug use and they are even being used to push illegal drugs,” Yap added.
On garbage management, Yap said the barangay also has a role to play in reducing waste that ends up in City-managed dumpsites.
He pointed out that garbage have become increasingly visible warranting the need for action at the barangay level.
Yap said communities should not rely solely on the City Government, which has 80 barangays to manage.
With discipline, each barangay can effectively handle its own waste, Yap explained.
Labangon’s discipline program aims to educate both the public and local businesses in the area on existing laws.
Those who continue to break them will face legal consequences, said Yap.
The barangay will coordinate with the Business Permit and Licensing Office and the City Legal Office to take action against repeat violators.
Yap clarified to residents that the initiative is not about being strict. He said they simply want to inform the community about what is right.
Cooperation
He appealed for cooperation saying the effort is not for his benefit, but for the residents themselves, especially the parents.
Prior to the official launch, barangay personnel and police officers conducted a pilot rollout of the campaign in July and recorded a total of 111 first-time violators.
Lt. Col. Maria Theresa Macatangay, deputy city director for operation of the Cebu City Police Office, praised the initiative during the launch, saying it complements the police’s efforts to curb crime.
“This is commendable because they’re seriously implementing ordinances that most residents seem to have forgotten. By paying attention to enforcement, this can significantly reduce criminal incidents in our city,” Macatangay said.
City Councilor Paul Labra, chairman of the committee on peace and order, also threw his support behind the campaign as it aligns with the City’s broader public safety strategy called “Oplan Pakigsandurot.”
Labra said if the program proves successful, it could serve as a model for the city’s 79 other barangays.
