THE Metropolitan Cebu Water District (MCWD) is studying a potential revision of its water rate structure for gated communities and subdivisions.

This development follows numerous concerns from residents and Homeowners Association (HOA) in recent dialogues and meetings regarding increased water charges implemented under the water district’s new billing policy.

John Macabinta, head of the MCWD Corporate Planning Department, revealed the ongoing review during the Kapihan sa PIA forum held on Wednesday, April 23, 2025.

He said the MCWD acknowledged the HOAs concern, adding that the MCWD adjusted its water rates starting in March 2025.

This was after the Local Water Utilities Administration (LWUA) granted a 38 percent adjustment rate, lower than the requested 60 percent since the water district had a rate hike in 2015.

A key factor contributing to the higher bills is the prevalent use of single “mother meters” in many subdivisions. These bulk meters are billed at a higher rate based on total consumption, and the cost is then divided among individual households.

The setup has resulted in elevated per-cubic-meter charges for residents because the rate varies with the diameter of the pipe through which water enters the subdivision.

Macabinta clarified that any potential adjustment in the upcoming months may not bring rates back to pre-increase levels; however, he assured that it will be more affordable and appropriate to the consumers.

Macabinta said consumers switching to individual meters from a mother meter sometimes faced challenges as some subdivisions are not designed to accommodate individual meters.

Currently, the program is suspended while existing challenges are being resolved, such as obtaining permission from different HOAs and the proximity of a nearby MCWD pipe stop outside the subdivision.

He urged affected consumers to be patient and continue paying their water bills based on the current rates while the study is underway.

He said the water district anticipated the finalization of the results of the study within the next two to three months. Following the study’s conclusion, a revised rate structure may be implemented immediately. / EHP
