Woman dies after motorcycle collides with tanker truck in Cebu City

A 39-YEAR-OLD woman died after being run over by a tanker truck while riding a motorcycle at 7:20 p.m. on Wednesday, March 19, 2025, along the viaduct of the South Road Property near Barangay Mambaling, Cebu City.

The victim was identified as Rubeliz Oyao, a nurse aid at a private hospital in Cebu City, and a resident of Barangay Agus in Lapu-Lapu City.

According to the investigation by the Traffic Enforcement Unit (TEU) of the Cebu City Police Office, the victim was a passenger on the motorcycle driven by her partner, Glenn Dela Rosa Ochea, 45, who was coming from Carcar City.

As they reached the elevated section of the viaduct in front of the tower, the motorcycle suddenly brushed against the side of the tanker truck, driven by Damelito Loro Casas, 50, a resident of Barangay Bongayan in Borbon, Cebu.

After the motorcycle collided with the tanker, it fell onto the road, throwing off the passenger, Oyao, who was run over by the truck’s wheels, leading to her immediate death.

In an interview with the media, Ochea shared that they had just attended a wedding in Carcar, which was for his younger sibling.

They were on their way home to Lapu-Lapu City via the CCLEX, the same route as the tanker truck.

He added that even though they had attended the wedding, they hadn’t consumed any alcohol.

Ochea revealed that they were driving slowly, and they had just moved to the side of the road after being signaled by the truck driver.

When Ochea stood up, he found his partner, Oyao, motionless. Upon checking, he realized her body and neck were broken.

"Okay raman gyud akung Dagan sir, ambot nganong naingun ato man to nganong gikuha man siya sa Ginoo nako uy," Ochea said.

(I was driving slowly, sir. I don’t know why this happened, why she was taken from me.)

Other motorists informed the tanker driver about the accident, and he stopped immediately.

Casas is under the custody of the Traffic Enforcement Unit (TEU) and revealed that he didn't notice the motorcycle behind him.

He was surprised when the motorcycle collided with the rear side of the tanker.

Police Executive Master Sergeant Felix Clint Almension, the chief investigator of the TEU, stated that they are preparing charges for reckless imprudence resulting in homicide and another charge for physical injuries and damage to property. (AYB)
