Body to monitor PUVs in Davao City convened

THE City Government of Davao convened on Thursday the Inter-Agency Task Force (IATF) that will monitor public utility vehicles (PUVs) and end incidents of overcharging and contracting of passengers.

Atty. Eduardo Perez IV, City Transport and Traffic Management Office (CTTMO acting head, said during the ISpeak Media Forum that the IATF was convened to discuss updates and reports as well as monitor complaints related to PUVs.

The IATF is composed of members from the transport sector, including the CTTMO, Land Transportation Franchising and Regulatory Board-Davao (LTFRB-Davao), Land Transportation Office (LTO)-Davao, Philippine National Police-Traffic Enforcement Unit (PNP-TEU), City Planning and Development Office (CPDO), Civil Aviation Authority of the Philippines (Caap), City Information Office (CIO)-Davao City Reports (DCR), Davao City Overland Transport Terminal (DCott), and Sangguniang Panlungsod’s committee on transportation and communications.

The majority of the reports presented during the meeting were complaints sent to the DCR, the official grievance platform of the city.

Perez explained that since transport and traffic management has a wider scope, different natures of issues are catered to by different agencies.

He also clarified that the CTTMO’s regulatory capacity is limited to other PUVs, including motorized tricycles-for-hire and pedal-pushed ones, while fare regulation of taxis is under the LTFRB.

The IATF will handle PUV-related passenger complaints such as overcharging, contracting, refusal to render service or convey passengers to their destination, and abusive or reckless driver behavior.

It shall also oversee and ensure that PUV drivers and operators are compliant with laws and policies on road safety and transport operations.
