AS PART of the celebration of the Ease of Doing Business (EODB) Month, the Board of Investments (BOI), in partnership with the Anti-Red Tape Authority (Arta), successfully spearheaded an online consultation for the Philippine EODB Reform Guidebook on 14 May 2025. The event convened a total of 100 participants from the Investments Facilitation Network (INFA-Net) and various local government units, reflecting strong multi-agency collaboration in advancing the government’s reform agenda.

In his remarks, BOI Investments Assistance Service (IAS) Director Ernesto C. Delos Reyes, Jr., recognized Arta’s commitment and ongoing reforms to reduce bureaucratic hurdles and enhance ease of doing business in the country. He highlighted the Philippine EODB Reform Guidebook as a significant step toward streamlining government processes to more effectively support businesses at every stage of their operations.

Arta Director Marbida L. Marbida echoed the importance of collaboration among government agencies in developing the guidebook, describing it as a strategic tool that not only promises bureaucratic efficiency but also paves the way for a more inclusive, competitive, and future-ready Philippines.

The consultation aimed to gather feedback that will further refine the government’s reform agenda, specifically enhancing regulatory efficiency and streamlining processes for starting, operating, and closing a business in the country.

The guidebook outlines three major benefits expected from its implementation, creating a positive cycle of economic development: Better business conditions, more businesses and investments, more jobs, a stronger economy, toward an improved quality of life.

In her closing message, BOI-IAS Acting Chief Rizel Barsabal expressed appreciation to all participants for joining the BOI-led event. She underscored the need for whole-of-government support to successfully implement these reforms, noting that this is a collective effort that cannot rest on a single agency alone.

The official launch of the Philippine EODB Reform Guidebook will take place on 22 May 2025, marking a key milestone in the inaugural celebration of the EODB Month and reaffirming the role of Arta at the forefront of regulatory modernization. PR
