DAVAO City Councilor Bonz Andre A. Militar is pushing for the implementation of the D.Citizen ID, a digital initiative designed to streamline access to local government services.

During the "Aprubado sa Konseho" session on Tuesday, January 21, 2025, at the Sangguniang Panlungsod, Militar said that the D.Citizen ID would serve as a one-stop digital platform for centralized benefits provided by the city government.

The ID will be issued free of charge to residents and non-residents, with the City Information Technology Center (CITC), under the City Mayor’s Office, managing its distribution. 

“The Citizen ID is for all citizens of Davao City and we would centralize all the servers and involved agencies,” Militar said.

The initiative aims to digitize all city agencies, eliminating the need for long queues. Residents would only need the ID to access various government benefits. Similar programs have already been implemented in cities like Quezon City and Makati, which Davao City hopes to emulate.

The ID will feature a QR code and, in its first phase, will be distributed to 150,000 senior citizens and 40,000 persons with disabilities (PWDs). 

Militar also noted efforts to unify IDs for senior citizens and PWDs and is verifying whether the D.Citizen ID could be accepted as a valid form of identification.

Initially planned for 2024, the project was delayed and is now set for rollout in 2025. Militar plans to present the draft ordinance for approval, with funding to be included in Supplemental Budget 1. He is determined to secure its passage before the election period, calling it a potential landmark ordinance for Davao City. RGP
