DAVAO City has been named the third safest city in Southeast Asia for 2024, boasting a 72.5 safety index, according to the latest Numbeo Safety Index—a global database of user-contributed data on cities and countries. This recognition reflects the city’s consistent efforts to prioritize safety and security, earning it a reputation as a regional beacon of peace and order. 

The Numbeo survey evaluates cities based on crime rates, police efficiency, and residents’ perceptions of safety. 

Davao City’s strong performance across these metrics underscores its commitment to maintaining peace and order, which has resulted in international acclaim for its low crime rates and effective law enforcement. 

Declining crime rates 

Data from the Davao City Police Office (DCPO) reveals a significant drop in crime rates in 2024, thanks to proactive law enforcement strategies, community engagement, and extensive surveillance programs. Key initiatives included anti-drug operations, intensified crackdowns on illegal activities, and heightened police visibility in high-risk areas—aligned with the Philippine National Police’s (PNP) directives. 

War on drugs 

The city’s anti-drug campaign conducted 1,390 operations in 2024, leading to the arrest of 1,784 suspects. These efforts highlight the DCPO’s relentless pursuit of a safer, drug-free community. 

Targeting the most wanted 

The DCPO achieved notable success in its 2024 operations, arresting all 1,916 individuals wanted for various crimes. These efforts were part of the DCPO’s ongoing commitment to maintaining law and order, focusing on apprehending the city’s most wanted individuals. Of those arrested, 490 were identified as the city’s most wanted—a clear demonstration of the police force’s strategic and efficient approach to tackling high-priority cases. These accomplishments were made possible through coordinated raids, intelligence gathering, and strong collaboration with local communities, ensuring the successful apprehension of all suspects. 

Anti-illegal gambling 

In 2024, Davao police ramped up efforts to combat illegal gambling, conducting 488 operations citywide and arresting 1,179 individuals. These sustained operations targeted various forms of illegal gambling, such as “jueteng,” “tong-its,” and online betting platforms. Spanning several months, the campaign highlighted the police force’s commitment to reducing unlawful activities and maintaining order in the community.

Addressing loose firearms 

To tackle the issue of unlicensed guns, DCPO carried out 323 operations, arresting 123 individuals and confiscating numerous illegal weapons. This aggressive campaign played a pivotal role in reducing the potential for gun-related crimes in the city. 

Improved road safety

Road safety also saw improvement in 2024, with vehicular accidents declining by two percent. The total number of accidents dropped from 5,678 in 2023 to 4,207 in 2024. 

While fatalities remained relatively stable—80 deaths in 2024 compared to 82 in 2023—these figures reflect progress in traffic management and safety initiatives. 

However, challenges persist, with texting, overtaking, and speeding identified as top causes of accidents. Peak accident hours were noted between 2 p.m. and 4 p.m. on weekdays, emphasizing the need for targeted enforcement during these critical times. 

A haven

Davao City’s distinction as one of Southeast Asia’s safest cities has cemented its appeal to residents and tourists alike. With its robust safety measures, rich cultural heritage, and booming economy, the city is a model for urban security and development.

The DCPO plans to increase foot and mobile patrols in 2025, focusing on high-traffic areas like malls, markets, and transport hubs. This initiative aims to provide a reassuring presence, ensuring Davao City remains a safe and welcoming destination for all. DEF
