

THE City Transport and Traffic Management Office (CTTMO) has condemned the actions of a traffic enforcer involved in a fistfight with a tricycle driver in Obrero, Davao City.
CTTMO head Dionisio Abude said that enforcers are not authorized to inflict harm but are tasked only with enforcing traffic rules and issuing citations. He urged both enforcers and the public to practice maximum tolerance to prevent conflicts from escalating.
“So siguro kani na sitwasyon naa gyud silay heated argument pormero mao tu siguro naka trigger sa ilang duha (This incident likely started with a heated argument, which triggered both parties),” Abude said in an interview with One Mindanao on March 4, 2025. He added that the office would investigate the root cause and address the violation.
Meanwhile, Police Captain Hazel Caballero-Tuazon, spokesperson for the Davao City Police Office (DCPO), confirmed that the enforcer had filed a blotter, though there were no reports on whether the tricycle driver had done the same.
“Ang trabaho natu sa kalsada especially naa tay traffic enforcement unit, just in case naay violation ma commit ang mga drivers issuehan natu ug citation ticket kay kung imo panang lalalison basin naa pay mahitabo na commotion sama atu (Our job on the road is to issue citation tickets for violations. If you escalate the situation, it could lead to another commotion, just like this on),” she said during the Davao Peace and Security Press Corps Wednesday morning, March 5, 2025, at the Royal Mandaya Hotel.
Tuazon added that if the driver files a complaint, he could charge the enforcer with reckless imprudence resulting in physical injury.
Meanwhile, the enforcer could file a case for disobedience to a person in authority against the tricycle driver.
