A NEW era of leadership dawns in Davao de Oro as the province ushers in its “Trifecta of Governance”, a collective of three dynamic leaders committed to continuing the province’s legacy of transparency, accountability, synergy, and people-centered development.

Governor Raul “RM” Mabanglo, First District Congresswoman Maria Carmen Zamora-Mabanglo, and Second District Representative Jhong Ceniza officially took their oaths of office during the Oath-taking and Inauguration Ceremony for the newly elected provincial and congressional officials, held at the Davao de Oro Provincial Capitol in Nabunturan on June 29, 2025.

The event signaled not just a change in leadership but also the consolidation of experience, fresh perspectives, and an unwavering commitment to public service.

Engineer turned governor: Mabanglo’s grassroots approach

Governor Mabanglo, a licensed engineer and former barangay captain, brings with him over a decade of experience in addressing critical infrastructure needs across the province. 

Known for his community-focused leadership, Mabanglo credits his parents and years of engineering work for shaping his problem-solving mindset.

In his inaugural message, the governor emphasized that his administration will prioritize sustainable infrastructure development, clean water access, transportation improvements, and inclusive economic growth. 

Mabanglo also said that his journey from barangay service to the Capitol is rooted in a deep understanding of what his communities need most.

Maricar: Champion of transparent governance

First District Congresswoman Maria Carmen Zamora-Mabanglo, one of the province’s most seasoned lawmakers, vowed to continue championing the culture of transparency and accountability that Davao de Oro has long been known for. Zamora-Mabanglo has served in various legislative capacities and is widely recognized for her commitment to social programs, infrastructure, and education initiatives.

In her message of commitment, Zamora-Mabanglo, emphasized the importance of upholding the legacy of transparent and accountable leadership, a principle that has shaped the foundation and identity of the province since its creation.

She stressed that good governance, built on honesty and public trust, is essential in continuing the province’s development journey and in honoring the people who have worked hard to build Davao de Oro into what it is today.

The congresswoman also expressed her heartfelt gratitude to her supporters, especially the members of Team Lambo, for their unwavering support and encouragement throughout her candidacy. She acknowledged their dedication as a driving force that inspired her to continue serving the people with integrity and compassion.

Ceniza: Voice of the 2nd District

Completing the trifecta is 2nd District Rep. Ceniza, who also took his oath during the ceremony. 

In his address, Ceniza highlighted his dedication to ensuring that "no one will be left behind" in the province’s journey toward progress.

Ceniza laid out his legislative agenda, focusing on strengthening agriculture, improving healthcare services, expanding educational opportunities, and creating more jobs for the people of the 2nd District. He emphasized that he will center on bringing government services closer to every family, especially those in far-flung areas.

Building on culture of good governance

Davao de Oro has long been regarded as a model of good governance in Mindanao, known for its award-winning programs in disaster resilience, social welfare, and citizen participation. The “Trifecta Leadership” of Mabanglo, Zamora-Mabanglo, and Ceniza marks a strategic blend of experience, youthful leadership, and community-driven governance.

With this new leadership lineup, the province is poised to sustain its momentum in delivering quality services, fostering economic growth, and maintaining a government that remains responsive and accountable to its people. DEF
