Davao City Council revokes youth leader's honorary title

THE 20th City Council of Davao has officially revoked the title of "Ambassador of Goodwill" previously granted to Marvelous Dainty C. Camilo, according to the president of the Sangguniang Kabataan (SK) Federation, citing behavior deemed inconsistent with the standards expected of youth leaders.

The revocation was approved during the Council’s regular session on Tuesday, June 24, 2025, following the adoption of verified reports and observations detailing Camilo’s alleged misconduct during the last election period.

According to the Council’s resolution, Camilo exhibited acts of public disrespect and conduct that incited divisiveness—behaviors described as "demonstrably inconsistent with the ethical expectations" attached to his honorary title and public role.

SK Federation President and City Councilor Kristine May John Abdul Mercado underscored the importance of integrity in youth leadership.

“This revocation is based on the undeniable grounds of conduct unbecoming of a youth leader and public representative, which directly contravenes the core values and legal standards set forth by the Sangguniang Kabataan Reform Act, the Code of Conduct and Ethical Standards for Public Officials and Employees, and the fundamental constitutional mandate to promote the moral well-being of the youth,” she said. 

Camilo was granted the honorary title on January 14, 2025, through Resolution No. 04034-25, in recognition of his prior display of service, leadership, and community impact. However, the SK Federation noted that recent developments reflect behavior “unequivocally unbecoming of a youth leader and public role model.”

The Council resolution referenced Republic Act No. 10742, or the SK Reform Act of 2015, which requires SK officials to uphold accountability, integrity, and moral uprightness. It also cited Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees, which requires all public servants to prioritize public service over personal interest and uphold the highest level of professionalism.

Further grounding its decision in the Constitution, the Council invoked Article II, Section 28 of the 1987 Constitution, which mandates the State to promote the physical, moral, spiritual, intellectual, and social well-being of the youth.

“The actions of Mr. Camilo, are contrary to the moral and social well-being that the State, through the SK Federation, is mandated to foster among the youth,” the resolution stated.

A copy of the resolution will be formally delivered to Camilo for his information and compliance. As of press time, he has yet to issue a public statement.

“The Sangguniang Kabataan Federation of Davao City, in diligent fulfillment of its sworn duty to preserve the credibility, integrity, and honor of its initiatives, commendations, and the entire youth sector, finds it imperative to revoke any previously granted recognition when such honor is later found to be grossly inconsistent with the conduct, values, and legal standards expected of its recipients,” Mercado added.
