Filipinos’ satisfaction with HOR slightly dipped

MANILA — Nearly seven in 10 Filipinos (68%) are satisfied with the performance of their congressional district representatives, according to the August 2025 national survey by independent public opinion research firm WR Numero. 

Satisfaction with the House of Representatives dipped slightly, while ratings for the Senate and Supreme Court improved.

The latest Philippine Public Opinion Monitor gauged public satisfaction with legislative district representatives, the House, the Senate, and the Supreme Court. The survey was conducted nationwide after the Supreme Court ruling on the impeachment of Vice President Sara Duterte and following President Ferdinand “Bongbong” Marcos Jr.’s State of the Nation Address.

House of Representatives

The non-commissioned survey found that 68 percent of Filipinos are satisfied with the performance of their legislative district representative, while 18 percent are unsure and 7 percent are dissatisfied. Another 7 percent said they do not know their district representative. 

Satisfaction with the House of Representatives as a whole dipped slightly, with 44 percent expressing approval of its performance, down four percentage points from April 2025. Dissatisfaction with the lower chamber also fell, from 27 percent in April to 22 percent in August. One in three respondents said they are unsure of their assessment. 

By factional partisanship, satisfaction with the House is highest among supporters of President Ferdinand “Bongbong” Marcos Jr., his family and allies, at 63%. This is followed by Filipinos aligned with opposition leaders such as Naga City Mayor Leni Robredo and Sen. Risa Hontiveros, at 49%. 

Dissatisfaction is highest among supporters of the Duterte family and their allies. Among Filipinos not aligned with any faction, 44 percent are unsure of their assessment, 38 percent are satisfied and 18 percent are dissatisfied. 

Senate of the Philippines

Satisfaction with the Senate’s performance rose 5 percentage points, from 44 percent in April to 49 percent in August, according to the survey. Dissatisfaction with the upper chamber fell to 19 percent, down 7 points from April. Nearly one in three Filipinos remain unsure of their assessment. 

By factions, approval of the Senate is highest among pro-Marcos supporters at 64 percent and opposition-aligned Filipinos at 59 percent. Disapproval is highest among pro-Duterte supporters at 23 percent, followed closely by opposition supporters at 22 percent. Among Filipinos not aligned with any faction, 41 percent are satisfied, 40 percent are unsure and 20 percent are dissatisfied. 

Supreme Court

Nearly three in five Filipinos (58 percent) are satisfied with the performance of the Supreme Court, up 9 percentage points from April, the survey found. Dissatisfaction with the High Court dropped 11 points, from 25 percent in April to 14 percent in August, while 27 percent remain unsure of their assessment. 

Across political alignments, most Filipinos approve of the country’s highest court, with satisfaction highest among pro-Marcos supporters at 72 percent. Dissatisfaction is highest among opposition supporters at 21 percent and pro-Duterte supporters at 17 percent. 

The nationwide survey, conducted from July 29 to August 6, 2025, was done through face-to-face interviews with a nationally representative sample of 1,418 Filipinos residing in the Philippines

These findings are part of the WR Numero Philippine Public Opinion Monitor, Volume 2025, Issue 4 (August 2025 National Survey). The survey includes Filipinos’ latest perception on the performance assessment of President Ferdinand “Bongbong” Marcos Jr. and Vice President Sara Duterte, the president’s State of the National Address, the latest developments on the vice president’s impeachment, and the policy priorities of Filipinos, among others.
