Admin charges filed vs army official, 6 others involved in killing of Plaza

ADMINISTRATIVE charges against the alleged mastermind, Brig. Gen Jesus Durante III, and other military personnel involved in the Yvonne Plaza murder case have been approved by the Commanding General of the Philippine Army (CGPA).

In a statement, the Philippine Army said it has finished reviewing the administrative liability of Durante, Col. Michael Licyayo, and other five enlisted personnel over Plaza’s murder who were shot outside her home on December 29, 2022.

“The Army Commanding General Lt. Gen. Romeo S. Brawner, Jr. has approved the administrative charges against them and subsequently referred the said case to the General Court Martial. The General Court Martial is chaired by the Court President, MGen. Jose Eriel M.

Niembra, who is the current 10th Infantry Division Commander,” Philippine Army press statement released on April 18, 2023.

The Philippine Army said upon the approval of the administrative cases, both Durante and Licyayo who were in their custody “were immediately transferred and detained in the Eastern Mindanao Command (EASTMINCOM) headquarters, Camp Panacan, Davao City on April 17, 2023.

All involved officials and other personnel were charged with the violation of Article of War 96, “which refers to conduct unbecoming of an officer and a gentleman”, and Article of War 97 “which refers to all disorders and neglects to the prejudice of good order and military discipline and all conduct of a nature to bring discredit upon the military service.”

“The Philippine Army will uphold the highest form of discipline amongst its personnel in the performance of its mandate of serving the people and securing the land. The Army does not tolerate wrongdoings and criminal acts of any soldier, be they officers or enlisted personnel,” Philippine Army said.

The agency said the administrative military proceeding is expected to convene within this week. KSD
