DRIVERS who spend more than 20 seconds on yellow boxes or loading bays will now be issued traffic citation tickets, an official said.

Davao City Transport and Traffic Management Office (CTTMO) said that to ensure that there are no delays for riding public on their way to their office or schools they will resume the implementation of the 20-second rule in loading or unloading passengers at the loading bays and yellow boxes.

"Actually gitawag ni sa akoa kay ang mga estudyante madugay sa yellow box kay dili muhawa hangtod dili mapuno, naa pa gyud ta'y barkers nga dili pahawaon ang driver kung dili tunulan og 10 pesos so nag come up mi aning 20-second rule kay kung muabot gani kag 20 seconds diha tiketan kana (with) disregarding traffic sign. (Actually, someone reported to me that some students get delayed at the yellow box because some [PUJs] wait for the vehicle to be full before it departs from the box, some barkers will not let the driver go unless they are paid P10 so we came up with the 20-second rule that once you reach 20 seconds you will get a ticket for disregarding traffic sign)," CTTMO Head Dionisio Abude said during the I-Speak media forum Thursday, January 27.

Abude said that signages for this 20-second rule shall be mounted on the loading bays.

"Gibalik nato, in fact, nagpahimo nako'g daghan kaayo nga signage para sa tanang loading bay or yellow box butangan nato na siya (We resumed it, in fact, I already ordered the creation of more signages for our loading bays or yellow boxes)," he said.

He cited that the 20-second rule's effectiveness has been proven here in the city when it was implemented previously.

Abude said that some researchers from Japan who conducted a study made CTTMO enforcers model for their study due to the implementation of this rule

"Gihimong model ang atong enforcer kay diba, atong mga estudyante dili na sila ma-late kay kung dili ka muhawa tiketan ka (The enforcers here were made models since our students do not get late because when these vehicles do not move, they get tickets)," Abude said.

Apart from the 20-second rule, he added that to improve the traffic situation caused by the plying of payong-payong and trisikad on the highways, they will also place signages to warn drivers of these vehicles not to ply on highways.

Abude said that such will be placed on all the street corners leading to highways.

"Nabutangan na nato ni sa una naundang lang kay tungod sa pandemic karon gibalik nato kay rampant na kaayo (We have placed these signages before but stopped because of the pandemic, so now we resumed this because the problem has become very rampant.),” he said. DAVAO-CIO
