DCPO advises Deca Talomo to activate homeowners assoc

THE Davao City Police Office (DCPO) urged Deca Homes Talomo homeowners to activate their association amid the recent murder of Lilian del Ocampo Nieva, a former government employee and ex-secretary of Philippine Sports Commission (PSC) chairman William "Butch" Ramirez.

Captain Major Hazel Tuazon, the police agency's spokesperson, during the AFP-PNP media forum on October 4, 2023, underscored the need for an enhanced security plan and a meeting in the area. 

She said there was no video footage available from the vicinity of the incident. 

"Kung pwede mag meeting sila, ang mga homeowners association, i-activate nila [ang association] kay sila man gud mismo diha ang maapektuhan kung unsay mahitabo sa ilahang area sa subdivision and kung unsa may mga problema, anytime ma-reach out pud nila ang atoang mga kapulisan (Homeowners associations should consider holding a meeting and activating their association because they are the ones who will be directly affected by any incidents in their subdivision area. If there are problems, they can reach out to our police force anytime)," Tuazon said.

Meanwhile, in an interview with Mary Ann Tacay Chua, 8990 Housing Development Corporation (Deca Homes) manager, she said that the Property Management Office of DHT has conducted a separate investigation on the said incident. 

Chua also noted that residents in the subdivision have no intentions of selling their house units.

“Wala ta'y nadunggan ana. In fact, if you notice, paspas baya ang halin diri sa Deca Talomo. Look, it is not only in Deca nga naay mga incident nga ing-ana because even in other areas, nahitabo man na. Dili man na isolated case. Pero ato gyud gina-encourage ang mga homeowners nga i-secure ilahang properties (We have not heard of such plans. In fact, if you look around, property sales in Deca Talomo are brisk. Incidents like this are not exclusive to Deca; they have happened in other areas as well. It is not an isolated case. However, we strongly encourage homeowners to ensure the security of their properties)," she said.

As of the latest update, DCPO is collaborating with the Criminal Investigation and Detection Group-Davao Region (CIDG-Davao Region) and Regional Anti-Cyber Crime Unit to launch "Oplan Siyasat," which aims to continue the investigation, particularly, focusing on identifying persons of interest (POIs).

Nieva sustained 44 stab wounds from a kitchen knife inside her residence at Phase 1, Blk. 101 Lot 3, Deca Homes Talomo. It was also discovered that her house had been burglarized, with personal items such as her iPhone 12 and unspecified jewelry missing. DEF
