Erring city driver faces possible termination

THE driver of the government vehicle that was parked illegally and blocked other vehicles may face termination of his service because of the undisciplined action, a human resource official said.

“The worst thing that could happen to him would be the termination of his services because we know pretty well that it is part of the terms and conditions of the contract issued to them as a hired job order personnel. His violation of the terms and conditions is a ground for immediate termination of his services if evidence merit for the dismissal,” Erwin Alparaque, Davao City Human Resource Management Office (HRMO) head, said Thursday, July 12.

Alparaque said the erring driver was identified as Roberto Limboy, a job order employee under the City Building Office. The incident happened on July 3 wherein a citizen captured a video of hit after her car could not move because of the obstruction. They waited 10 to 20 minutes before they were able to pass through.

He said that Limboy was with some barangay officials at that time and were having lunch at a restaurant nearby after conducting an inspection. The vehicle they used was parked opposite other vehicles.

“They should act with integrity and with responsibility. They have to know their limitation and restrictions. Not because you are in the government and you are in a government vehicle, you will be abusive. Properly park [your] vehicle,” he said.

He also said that Davao City Mayor Sara Duterte-Carpio does not want City Hall employee to be undisciplined. He said that they are in the process of conducting investigation to summon the said personnel and seek his side of the story.

“If that particular complaint will reach the office, we will immediately conduct investigation and if it warrants the termination of the employee, we will do so,” Alparaque said.

The video sparked criticism from the public and Alparaque issued a warning to other employees to abide with the law and exercise discipline in all their dealings.

“He has to park properly the vehicle especially it’s a government vehicle even it is far away from the restaurant where they took their meal, you have to properly park your vehicle. It is one way of giving instruction to our employee to observe the outmost discipline or courtesy especially in dealing to the public,” he added.

Earlier, City Administrator Zuleika T. Lopez issued a memorandum for the conduct of an investigation against Limboy, citing that the city government of Davao does not tolerate having erring workers.
