FORMER president and Davao City mayor Rodrigo Duterte has maintained his position as the leading candidate for the 2025 midterm elections, according to a recent survey conducted by Publicus Asia.

In Publicus Asia's "Pahayag 2023 Third Quarter Survey," which took place from September 7 to 12, 2023, the former chief executive remains the favored choice among voters with 47 percent. However, this represents a slight decline from the 51 percent he enjoyed in the previous quarterly survey.

During the final months of his term, Duterte announced his retirement plans following the conclusion of his tenure.

The survey also revealed that Dr. Willie Ong and ACT-CIS Party-List Rep. Erwin Tulfo are tied for second and third place, each garnering 43 percent. Senators Christopher "Bong" Go and Imelda "Imee" Marcos came in fourth and fifth, with 38 percent and 36 percent, respectively.

Sen. Ronald "Bato" Dela Rosa secured 36 percent, former Senator Panfilo "Ping" Lacson earned 34 percent, and former Senate President Vicente "Tito" Sotto III received 33 percent.

Former Manila mayor and current television host Francisco "Isko Moreno" Domagoso received 32 percent of the voting disposition, former vice president Maria Leonor "Leni" Robredo secured 28 percent, Defense Secretary Gilbert "Gibo" Teodoro earned 35 percent, and Senator Pia Cayetano rounded out the Top 12 with 25 percent.

Publicus Asia underscored that during this period, voting disposition for senatorial candidates does not necessarily correlate with recognition, awareness, or trust, as there are unrelated shifts in support for some candidates.

"It is important to note that during this period, voting disposition for senatorial candidates is not necessarily correlated with recognition/awareness or trust, as there are uncorrelated movements for some candidates," Publicus Asia said.

Publicus Asia's third-quarter polls are conducted independently and are not commissioned. The survey was conducted from September 7 to 12, 2023, using purposive sampling, with 1,500 voter-respondents randomly selected from a market research panel of over 200,000 Filipinos.

Respondents were distributed across five geographical areas: the National Capital Region (NCR), North Central Luzon, South Luzon, Visayas, and Mindanao, with a statistical margin of error of +/- 3 percent. ICE
