FOLLOWING the high rate of rape cases in the Davao Region, a Police Regional Office Davao Region (PRO-Davao) officer said it's about time that there are stronger laws that would protect minors from accessing pornographic websites.

“Even without the rape data, I think it's high time for our congressmen to really ban the pornographic and sexual material in our online platforms,” PRO-Davao spokesperson PMaj. Eudisan Gultiano said during the AFP-PNP press conference on March 29, 2023.

She added that even social media influencers that create sexual content or close to should be regulated, however, she said that “there’s a thin line of freedom of expression and freedom of the state to regulate this.”

“This is a personal opinion, it does not reflect the opinion of the agency. Dapat ‘yong mga ganyan (this kind of content), pati ‘yong mga Tiktok contents exposing ‘yong mga (just like on Tiktok contents exposing their) breast and dancing in front of the camera with all the skimpy [outfits], sorry sa ating mga influencers [should be regulated],” she said.

However, she said these influencers must also put a disclaimer that it is the responsibility of the parents to monitor their children on what they are watching online.

“Babalik rin sa mga magulang ang responsibilidad sa kanilang mga anak (This must be the responsibility of the parents), that’s why they have to monitor their children kasi for the mean time wala pa tayong ganyang regulation talagang makikita at makikita ‘yan ng mga kabataan natin (because we currently to not have a regulation that would prevent them from seeing pornographic materials, they are at risk of being exposed to it),” she said.

“That’s why sa ating mga magulang na may mga anak na very curious, please monitor ‘yong mga pinapanood ng inyong mga anak (parents must closely monitor their children, especially the curious ones, from the things they watch online) and tell them on what’s the right thing to do,” she added.

Meanwhile, Davao City Police Station (DCPO) said that one of the factors why perpetrators rape their victims is due to access to pornographic websites. KSD
