THE Land Transportation Office-Davao Region (LTO-Davao) recorded a total of 55,014 apprehensions in 2024, with 58,111 offenders paying penalties, leaving only three without fines.
Yuri Lim, LTO-Davao’s law enforcement service head, shared the figures during the Davao Peace and Security Press Corps on January 22, 2025.
Among the top violations, seatbelt use led with 9,479 apprehensions, followed by motorcycle helmet use (8,673), axle overloading (425), anti-distracted driving (111), drunk driving (4), and Clean Air Act violations (5).
LTO-Davao also reported 1,804 apprehensions for unregistered vehicles, with motorcycles making up the highest number at 1,187, followed by private vehicles (160) and SUVs (144).
The office collected approximately ₱1.53 billion in revenue from these violations.
LTO-Davao Regional Director, Lawyer Ernesto Raphael Robillo, revealed that 60 to 70 percent of vehicles in the region are unregistered, particularly motorcycles. There were 134 cases of colorum vehicles, with utility vans (81) and motorcycles with sidecars (40) topping the list.
To address these issues, Robillo announced plans to place tarpaulins reminding drivers of their responsibilities and increasing the number of caravans to reach every district in the region.
The office also aims to eliminate fixers and ensure applicants are well-informed before receiving licenses.
“We will see to it that the regulations in place are strictly followed by all of our stakeholders including within our ranks,” he said.
He cited a lack of personnel as a key factor in drivers' non-compliance with road regulations. As a result, they have requested additional staff to ensure that basic driving rules are properly enforced in all areas. RGP
