THE Mindanao Development Authority (MinDA) and the Office of Civil Defense (OCD) are leading the creation of the Mindanao Disaster Resiliency and Resource Center (MDRRC) to strengthen the region’s disaster response and recovery capabilities amid growing natural calamities.

On February 11, 2025, MinDA and OCD officials held a key meeting to discuss adopting advanced disaster response strategies. The session focused on studying the National Disaster Risk Reduction and Management (NDRRM) Operations Center as a model for the MDRRC.

MinDA Chairperson Secretary Leo Tereso Magno underscored the goal of adapting the NDRRM's efficient operations model to Mindanao’s specific needs.

“We are confident that with the expertise and support of our partners at the OCD and NDRRMC, we can bring the same level of efficiency and effectiveness to Mindanao,” Magno said. “This center will serve as a critical hub for disaster response and recovery, complementing existing regional operations and further strengthening our disaster resilience efforts.”

The project has received strong support from national agencies, local government units (LGUs), and stakeholders, many of whom have pledged land for the facility. This widespread backing underscores the shared commitment to building a disaster-resilient Mindanao.

Modeled after Japan’s disaster prevention systems, the MDRRC will act as a central command for all aspects of disaster management, from preparedness to recovery. The facility will also house a warehouse for storing relief goods and emergency supplies, ensuring swift and coordinated regional response.

"This center will be a game-changer for Mindanao’s disaster resilience," Magno added, aligning it with President Ferdinand Marcos Jr.’s vision for a safer, adaptive Philippines. 

The center is expected to improve regional coordination, offering a reliable resource hub that will empower local disaster response teams across Mindanao.

With continued support from national agencies and local stakeholders, the MDRRC will play a crucial role in strengthening the region’s disaster management infrastructure and protecting lives, livelihoods, and communities. DEF
