Nograles’ Oplan Kaalam provides educational support to over 33K scholars

ATTY. Karlo Nograles’ advocacy for education has become a legacy that thousands of families in Davao City are deeply grateful for.

Renowned for championing laws and initiatives that ensure access to education during his nine years in Congress, Nograles conceptualized one of his legacy programs, Oplan Kaalam, in 2001. 

This program has supported over 33,000 scholars, particularly those from underprivileged sectors in Davao City.

His vision began taking shape in the 2002-2003 school year when he sponsored 47 students from financially challenged backgrounds, enabling them to pursue higher education, including advanced and technical-vocational degrees.

With his relentless drive to prioritize education, Nograles has become a fitting example for students aspiring to finish college.

In 2018, the University of Southeastern Philippines (USeP) conferred upon Nograles the degree of Doctor of Philosophy in Development Administration.

As his main partner in education, USeP acknowledged Nograles’ efforts in providing opportunities for students.

The university recognizes his Oplan K program which emphasizes the promotion of quality education, labor empowerment, youth employment, environmental sustainability, agriculture, and community building.

Nograles was also instrumental in the construction and completion of the 8,000-seater USeP University Gymnasium. This facility has welcomed not only university students but also hosted various events organized by the City Government of Davao. PR
