

THE City Government of Panabo has declared political analyst Richard Heydarian persona non grata following his controversial comparison of Mindanao to Sub-Saharan Africa in terms of the Human Development Index (HDI).
Councilor Bae Merlinda B. Aranar, the Indigenous Peoples Mandatory Representative (IPMR) of Panabo City, condemned Heydarian’s remarks in a privilege speech. She cited his statements describing Mindanao as "one of the poorest areas of the country" and lagging behind Luzon, which he likened to Southern Europe in HDI.
“His statements lead to harmful stereotypes that paint Mindanao as a dangerous and poorest place. The individual in question has perpetuated these stereotypes, neglecting the positive of Mindanao’s people, including our resilience, hospitality, and vibrant traditions,” she said.
The declaration stems from Heydarian’s comments during a mainstream media interview, where he drew stark comparisons between regions in the Philippines and global regions with differing development levels.
Aranar emphasized that the remarks were not only offensive to Mindanaoans but also damaging to the broader Filipino identity. As a resident of Panabo, she said she found the comments "unacceptable and offensive."
She added that the resolution was not merely an expression of disapproval, but a stand to uphold the dignity of Mindanao’s citizens. “This is a call for responsible discourse. Words have consequences—especially when they affect marginalized groups,” she noted.
Aranar clarified that the declaration was not about silencing differing viewpoints but advocating for a more accurate and respectful understanding of Mindanao.
She also highlighted the efforts made over the years to uplift the region’s image through cultural festivals, peace-building initiatives, and educational programs.
“Mindanao is a vibrant and diverse island, home to many ethnic groups and cultures, each enriching our national identity,” she said.
Following Aranar’s speech, the Panabo City Council passed Resolution No. 155, Series of 2025, on March 25, officially declaring Heydarian persona non grata.
Panabo joins a growing list of local governments making similar declarations. Earlier in March, Iligan City (March 14), Isabela City (March 15), Cotabato City, El Salvador (Misamis Oriental), and Valencia (Bukidnon) also passed similar resolutions.
In response, Heydarian stated that his comments were taken out of context. He explained that he has visited various parts of Mindanao and noted that some areas have lower HDI scores compared to cities in Luzon. He apologized and said he did not intend to insult anyone.
According to the Cambridge Dictionary, persona non grata refers to someone not welcome in a particular place, especially due to behavior considered unacceptable by the community or government. RGP
