PNP debunks ‘recycled statement’ on drug test

THE Philippine National Police (PNP) has debunked claims in a circulating video alleging the removal of mandatory drug testing for its uniformed personnel.

PNP Civil Security Group spokesperson and former Police Regional Office-Davao Region (PRO-Davao) official, Atty. Eudisan Gultiano clarified through a Facebook post that the video, uploaded by vlogger Evan Demata in 2024, was deliberately edited to mislead viewers and harm the institution's reputation.

“Friends from Davao Media sent me a video posted by a vlogger, Mr. Even Demata; it was a cut version of my interview in August 2024. I’m calling the attention of Mr. Demata to please do not post a recycled statement, especially if it’s a cut statement; this may cause misinformation,” Gultiano said, adding that the exemption from drug and psychological testing mentioned in her interview only pertains to the renewal of firearms licenses for active Armed Forces of the Philippines (AFP) and PNP personnel. This exemption, issued in August 2024, does not eliminate mandatory drug testing for uniformed personnel, who are still subject to regular or random tests during active service as required by law.

Gultiano further urged content creators to stop resharing edited or misleading statements to prevent the spread of false information among the public.

The PNP clarified that its chief is authorized to issue implementing rules under Republic Act No. 10591, ensuring compliance with requirements such as drug testing and neuropsychiatric clearances for its personnel. DEF
